Joash Schulman has represented District 9 on the Virginia Beach City Council since 2023. A real estate and business attorney and managing partner of Town Center Office Suites, he brings a problem-solver’s focus to the issues that matter most to residents of District 9 and to the City as a whole: reinvesting in our roads and aging infrastructure, safe neighborhoods and pedestrian/bike connectivity, job growth and strategic economic development initiatives, strong public schools, and coastal resiliency, flooding, and environmental protection.
Joash and his wife have been residents of Virginia Beach since 2007 and live with their three daughters in the Thoroughgood neighborhood. His commitment to the community long predates his time on council: he has served as Chair of the Virginia Beach Wetlands Board, Vice President of Virginia Beach Vision, and Secretary of the Central Business District Association (CBDA), and served on the boards of the Hampton Roads Chamber of Commerce, Lynnhaven River Now, and the Neptune Festival Foundation. He is a 2022 graduate of the Civic Executive Leadership Institute and a past President of the CBDX, the CBDA’s young professionals’ division. In 2016 he became the youngest-ever recipient of the CBDA’s President’s Award, and in 2015 he was named to Inside Business’s “Top 40 Under 40.”
In January of 2023, I was entrusted with the responsibility and the privilege of representing you on the Virginia Beach City Council. When I asked for the job, I made you a promise that I would fight for funding to improve our roads, to rebuild our schools, to strengthen our defenses against recurrent flooding and sea level rise, and to deliver long overdue pedestrian and cyclist safety and connectivity improvements. I also promised to advocate for policies that safeguard and enhance our coastal environment, and to support neighborhoods by helping to ensure that new developments are appropriately scaled and consistent with community character.
